school, medical care, job and vital supports but whose situation
fell apart before they were able to find alternative housing.

- Families who fell behind in rent due to a sudden job loss, loss
of a care-taking spouse or other circumstances, and who did not
know they could request a rent adjustment or who could not carry
out the steps needed to get one.

because they withheld rent to force the landlord to correct code
violations or to pay for the repairs themselves.
